On the afternoon of March 1, the State Council Information Office held a series of themed press conferences titled "Authoritative Departments Talk About the Start" to introduce the situation regarding "Accelerating the Promotion of New Industrialization to Strengthen, Optimize, and Expand the Real Economy" and answer reporters' questions.
Xin Guobin, Vice Minister of the Ministry of Industry and Information Technology, introduced that in 2022, China's new energy vehicle production and sales reached 7.058 million and 6.887 million units, respectively, with year-on-year growth of 96.7% and 93.4%. China's new energy vehicle production and sales have ranked first in the world for eight consecutive years. Since the implementation of the "Energy Conservation and New Energy Vehicle Industry Development Plan" in 2012, the annual compound growth rate of new energy vehicle sales has reached 87%, with a cumulative promotion of 15.96 million new energy vehicles, nearly 16 million. China has become an important guiding force for the electrification transformation of the global automotive industry.
This year, the new energy vehicle industry will maintain a good development trend, with stable growth in production and sales. The Ministry of Industry and Information Technology will focus on advancing work from five aspects.
First, strengthen overall planning. Further improve the coordination mechanism for the development of the new energy vehicle industry, coordinating the overall work of electrification, connectivity, and intelligence development. Continue to focus on technological breakthroughs, promotion and application, and infrastructure construction, and continue to cultivate independent brands with high innovation levels, strong comprehensive capabilities, and international competitiveness.
Second, support innovative breakthroughs. Focus on supporting leading enterprises to play a leading role, accelerate technological breakthroughs and industrial applications in new system batteries, automotive chips, and vehicle operating systems. Launch pilot projects for the access and road use of intelligent connected vehicles, accelerate the application of 5G vehicle-road collaboration technology, and promote the coordinated development of electrification and intelligent connectivity.
Third, further increase the intensity of promotion and application. Carry out pilot projects for comprehensive electrification of vehicles in the public sector, further enhance the electrification level of vehicles in areas such as official vehicles, taxis, postal express, and sanitation. Relevant departments should quickly study and clarify follow-up policies such as tax reductions and exemptions for new energy vehicle purchases, revise and publish the "Dual Credit" management measures, and stabilize market expectations.
Fourth, enhance service guarantee capabilities. Accelerate the development of domestic resources, stabilize international cooperation supply, and ensure the supply and price stability of key raw materials. Improve the recycling and utilization system, strengthen key technological breakthroughs such as intelligent disassembly, and enhance the recycling and utilization level of power batteries.
Fifth, promote open development. Continue to implement open measures in the automotive field, leverage the role of multilateral and bilateral cooperation mechanisms, and support enterprises, research institutions, and industry organizations in conducting exchanges and cooperation in trade investment, technological research and development, and standard formulation to achieve win-win development.
