The Office of the State Council's Work Safety Committee has launched the first round of expert guidance services for key counties handling hazardous chemicals in 2023.

To prevent and control major safety risks associated with hazardous chemicals, ensure safety precautions during important periods such as the National Two Sessions, and promote the implementation of key safety regulatory work for hazardous chemicals across the country in 2023, the Office of the State Council's Work Safety Committee has recently initiated the first round of expert guidance services for key counties handling hazardous chemicals this year.
Expert guidance services are an important measure to implement the spirit of the "Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council. Each year, two rounds of guidance services are conducted for 53 key counties handling hazardous chemicals nationwide, demonstrating a model effect to bridge the last mile of safety production and providing support for stabilizing the safety production situation of hazardous chemicals across the country.
This round of expert guidance services focuses on solidifying long-term mechanisms, adhering to classified guidance, promoting work, and solving problems, with the main line of preventing major safety risks and promoting the implementation of key work. Through self-inspection by enterprises, local re-inspection, and expert group verification and guidance, it deepens the safety diagnosis and governance of enterprises; for each key county's actual situation, it implements classified policies according to demonstration leadership, improvement and enhancement, and comprehensive guidance services; focuses on safety rectification of major hazard sources, old equipment, chemical parks, and other key areas, strengthens inspection guidance and training, and promotes key work to take the lead in key counties; conducts comprehensive assessments of the safety production situation of hazardous chemicals in key counties, deeply identifies problems, guides the filling of gaps, and promotes the improvement of safety production levels, serving the high-quality development of the region.
Currently, expert guidance service teams have been dispatched to work in various locations including the Lingang Industrial Park in Cangzhou, Hebei, the Economic Development Zone in Huludao, Liaoning, the Linzi District in Zibo, Shandong, the Lucheng District in Changzhi, Shanxi, the Nankang Industrial Park in Binhai New Area, Tianjin, and Fangshan District in Beijing.
